DLF Cyber City sits above all of these and is the most expensive cluster in NCR. If your clients are the consulting and banking firms based there, it is worth pricing separately.
What the gap costs you
For a twenty person team, the difference between Connaught Place at ₹15,999 and Noida Sector 63 at ₹6,499 is ₹22.8 lakh a year. That is three junior hires.
It buys you a central Delhi address, the best metro interchange in the country and a twenty minute reach to ministries and head offices. Whether that is worth three hires depends entirely on whether your customers come to you.

How to choose between the three cities
Delhi proper if you are client facing, government facing or your team lives inside the city. You pay for it, and the metro makes hiring easier.
Gurgaon if your customers are corporates and MNCs. Golf Course Road and Cyber City are where they sit, and Udyog Vihar and Sohna Road are the value versions of the same commute.
Noida if you are cost led or your people live east. Sector 62 and 63 are the established clusters and among the cheapest seats in any Indian metro.
The thing to check before you commit
NCR commutes are brutal and asymmetric. Gurgaon to Noida can be ninety minutes each way, and the Delhi border crossings decide your team's day more than the rent does. Map where your people actually live, then pick the area. Do it the other way round and you will be hiring replacements in six months.
